CAL/GANG - Assembly Bill No. 90 UPDATE!
On October 12, 2017, AB90 (Criminal Gangs) was signed by the Governor and takes effect January 1, 2018. In short, the bill changed the oversight authority for the CalGang database and the criteria used to input an individual as a gang member into the database. Please see the attached training bulletin for more information. Numerous probation staff have access to the information contained in the database and the information contained in this email only impacts those that use and access CalGang.
Counties throughout California have varying numbers of records needing verification of accuracy and compliance with the new requirements contained in AB90. The CA DOJ has indicated that starting January 1, 2018 CalGangs will no longer be accessible until all of the records contained in the database have been verified by CA DOJ. It is anticipated that this process will take approximately 30 days. On January 1, 2018 a follow-up email will be sent reminding CalGang users that the database is no longer accessible. When the database becomes active again, all users will again be notified that the site can be accessed.
Finally, we will be reviewing Probation’s internal process for identifying an offender’s gang affiliation within ICMS to ensure the information we are entering meets the new criteria imposed by AB90. There will be more to follow in this area, so look for updates. If you have any questions or concerns, contact GVS SPO Richard Cota. Please share with any impacted staff not included in the distribution lists.
