An Association of Probation Associations
Welcome to the State Coalition Of Probation Organizations. SCOPO was formed in 1983 by line deputy probation officers in several counties, who also happened to be leaders of their local probation associations or unions.

These people believed there was great need for a statewide organization that would speak for the interests of the line probation officer and institutional counselor. Some of the unions or associations belonging to SCOPO are independent, while others are affiliated with international unions. Still others may be unions or associations which are wall-to-wall units. Coordinating a labor coalition, involving independent labor groups and international affiliates, demands mutual respect and trust in SCOPO's purpose.
