Welcome to the SCOPO website,
Founded in 1983 to create a voice in Sacramento for the issues and concerns of probation peace officers, SCOPO has grown into the number one resource for labor issues for the probation profession in the State of California. Current organization membership includes the voices of members from over 36 counties, made up of probation officers and juvenile corrections officers from throughout the state.
SCOPO is unique. It is the only statewide organization representing probation line staff, and whose primary purpose is to advocate for their interests on legislative issues. SCOPO actively sponsors and supports legislation that is beneficial to probation peace officers. SCOPO screens criminal justice and labor related bills. SCOPO also serves as a statewide communication network to assist local members in compiling supporting research for contractual negotiations and labor related issues.
SCOPO’s Board of Directors is made up of two representatives from each member unit, with meetings five times a year at different locations throughout the state. The Board votes on legislative matters and political endorsements, and shares information on relevant issues affecting the individual units. Speakers are also scheduled who may be politicians, leaders in the field of probation or representatives of organizations, whose influence can benefit probation peace officers.

Robert Bloe is SCOPO's 2019 Officer of the Year
The State Coalition of Probation Organizations is proud to recognize Robert Bloe, Deputy Probation Officer from San Bernardino Probation Department as our 2018 Officer of the Year recipient. Officer Bloe is a long time San Bernardino Probation Department employee who has worked in their institutions and field services divisions.
